Marlene “Marlo” Donato Kalb

Attorney

Marlene “Marlo” Donato Kalb is an associate at Young Moore where she works on matters involving state and local tax controversy and long term care litigation. She brings to her practice a strong foundation in public health, qualitative research, and policy analysis, which informs her ability to navigate complex regulatory and litigation issues for clients.

Marlo earned her J.D. from the University of North Carolina School of Law, where she served on the North Carolina Civil Rights Law Review, was elected Co-President of the National Lawyers Guild Chapter, and represented UNC’s OutLaw as the Student Bar Association representative. She also represented asylum applicants while participating in UNC’s Immigration Clinic and contributed pro bono service hours advocating for disabled inmates through Disability Rights North Carolina. In addition to her law degree, Marlo holds a Master of Public Health in Health Behavior from UNC Gillings School of Global Public Health and a B.A. in Sociology and Hispanic Language and Literatures, cum laude, from Boston University.

Fluent in Spanish, Marlo has published and presented research on equity in tobacco control and addiction policy, including co-authoring articles in Tobacco Control and for the O’Neill Institute for National and Global Health Law. Before entering law, she gained experience in health policy and research as a Qualitative Research Specialist with John Snow, Inc., and in community health advocacy roles in Massachusetts and North Carolina.

Outside of the office, Marlo is a women’s basketball enthusiast (go Heels!), and enjoys playing tennis, cooking, and traveling.
